Over 1,400 Patients Benefit from Birth Document Issuance at Hospitals

JOMBANG,~ AswinNews — A groundbreaking civil registration initiative called “Dokter Drupadi” (an acronym in Indonesian for Civil Documents Issued at Hospitals, Community Health Centers, and Clinics) is transforming how residents in Jombang Regency, East Java, obtain official birth and family documents.
Launched by the Population and Civil Registration Office (Disdukcapil) of Jombang Regency, the program has been in full operation since April 11, 2023. It allows residents to process birth certificates and family cards directly at healthcare facilities, eliminating the need to physically visit the Disdukcapil office.
“The Dokter Drupadi initiative was designed in 2022 and rolled out in 2023, starting with a partnership with PMC (Pelengkap Medical Center) Hospital Jombang,” said Moh. Nurhasan, SSTP, Acting Secretary and Head of the Data Utilization and Service Innovation Division at Jombang Disdukcapil.
“It has now expanded to 35 healthcare institutions, including Mojowarno Christian Hospital.”
During a public podcast session with Suara Jombang FM on Thursday (July 31, 2025), Lukius Juliandri, S.Kep., Ns., M.Kes., from Mojowarno Christian Hospital’s Public Relations and Marketing Department, praised the impact of the program.
“Patients are truly grateful. It simplifies what used to be a time-consuming process. Since we joined the program in 2023, we’ve facilitated 1,483 birth certificate and family card applications,” he stated.
How the Dokter Drupadi Program Works
The service is available to residents of Jombang Regency who meet the following requirements:
- Domiciled in Jombang
- Provide an original family card and ID card (must state married status)
- Present a marriage certificate
- Submit a birth certificate issued by the healthcare provider
- Decide on the baby’s name in advance
- Complete the forms provided by Disdukcapil
- Upload and send scanned documents via the application
“This digital platform acts as a bridge between hospitals and the civil registration office,” Nurhasan explained.
Part of a Broader East Java Innovation
For residents outside of Jombang, the East Java Provincial Government has implemented a similar program named “Kolak Pisang” (Collaboration between Civil Registration Office and Non-Gratification Hospitals). This initiative, available at major hospitals such as Dr. Soetomo, Saiful Anwar, and Soedono Madiun, also facilitates the issuance of birth, family, and even death certificates.
Expanding Public Service Through Digital Synergy
The Dokter Drupadi program is part of Jombang Regency’s broader commitment to digital transformation in public service delivery. It emphasizes efficiency, inter-agency collaboration, and user-centered innovation.
“We hope more hospitals and clinics will join Dokter Drupadi, so that all residents can enjoy the benefits of this seamless civil service,” said Nurhasan.
